Im Unterschied zu einer Fähigkeit als dem Können selbst und im Unterschied zu einer gezeigten oder bescheinigten Leistung ist eine Fähigkeitsangabe eine ausdrückliche Beschreibung der Funktionen und Betriebsbedingungen, die für einen bestimmten Gebrauch angeboten oder beansprucht werden; die Quelle hält den angegebenen Anspruch und die gezeigte Fähigkeit auseinander. Im Unterschied zum eröffnenden Fähigkeits- und Aufgabenabgleich ist sie diese Beschreibung, nicht der eröffnende Austausch von Fähigkeiten, Grenzen und Aufgabenparametern. Im Unterschied zu einer Eingriffsmöglichkeit, einer nutzbaren Option, einen Schritt zu verändern, zu pausieren oder zu beenden, ist eine Fähigkeitsangabe nur die Beschreibung. Im Unterschied zu einer Capability in der Capability-basierten Sicherheit und im Unterschied zu einer POSIX-Capability verleiht sie keine Erlaubnis.

Unlike a capability as the ability itself, and unlike a shown or certified performance, a capability declaration is an explicit description of functions and operating conditions offered or claimed for a particular use; the source keeps the declared claim and the shown ability apart. Unlike an agent handshake, it is that description, not the opening exchange of capabilities, limits, and task parameters. Unlike an intervention capability, which is a usable option to alter, pause, or end a step, a capability declaration is only the description. Unlike a capability in capability-based security, and unlike a POSIX capability, it confers no permission.
