Waiting under a tree for a parcel is not a filming-driven change. The chilling effect is the neighbouring broader change of conduct under a belief of being observed and is not renamed. The record never stores the act itself. No conformity to a named standard is claimed. person_ref identifies a natural person and is personal data; it is recorded only for a person who reports the experience, not for people observed from the aircraft.
