Both heights use the same height_reference. The gap is the mismatch beyond measurement uncertainty, not a numeric cutoff taken from a flight trial. No conformity to a named standard is claimed. person_ref identifies a natural person and is personal data; it is recorded only for a person who reports the experience, not for people observed from the aircraft.
